v2.1.3.1 XLSX format
1. use RemoveRow to remove the 2nd row
2. create a new row as the 2nd row and set cells value.
3. Write to file.
When I open the save file, the first row was remove and blank, and the 2nd row also blank.

This is fixed in v2.2.1
