Created Issue: Problem with HSSFRegionUtil [11697]

I have a problem with HSSFRegionUtil SetBorder methods.
It breaks existing styles.
Same problem using HSSFSheet.SetEnclosedBorderOfRegion

Please try attached sample. It creates a c:\test.xls file with 4 tables. Styles of some are broken.
Now comment the calls to SetEnclosedBorderOfRegion() in the Border2() method and retry. Styles are not broken
